Remove deprecated command groups/commands/arguments in Azure CLI 2.37.0

Azure CLI 2.37.0 will be released for Microsoft Build 2022 as a breaking change window.

There are some command groups/commands/arguments that will be deprecated in Azure CLI 3.0.0, but since there is no plan to bump Azure CLI to 4.0.0, https://github.com/Azure/azure-cli/pull/16380 has been closed. As an alternative, all deprecated command groups/commands/arguments should be removed in Azure CLI 2.37.0.

Use regex expiration=['"]3.0.0['"] to search for all occurrences.
