CSS and JS files not generating

This issue needs reopening as I am also getting this issue but no idea why.
That error is the end result for me but prior to that I get errors like this:
The wget command itself will work on its own oddly.

There are two issues here:
I doubt that the two are related. I’m on Windows and have the same problems. However, I can use http-server independently. The crash of http-server is at most a minor inconvenience.
When using
gssgand looking at wget logs, I don’t see it fetch any .js or .css files
