Failing to create project on new install.

Please confirm the following:

• I have upgraded to the latest GAM release from https://git.io/gamreleases and I still have this issue. YES
• I am typing the command as described in the GAM Wiki at https://github.com/jay0lee/gam/wiki YES

Full steps to reproduce the issue:

1. Running MacOSX 10.12.2 and Windows 7 cannot install GAM.
2. When creating a project it fails on both platforms.

Expected outcome (what are you trying to do?): GAM Creates the GAM Project, and allows to continue

Actual outcome (what errors or bad behavior do you see instead?): Error message appears - below

ERROR: 403: Services '[admin-json.googleapis.com]' not found or permission denied. - forbidden

I assume this error is the same on the mac, but it gives no error message just repeats asking the same question. Using the gam create project command also fails.

This should be fixed with GAM 4.1. Please try again and report back here as to how it works for you.
