Question about RPT_Blockquote_WrapsTextQuote: In DITA, we use msgph and msgblock elements to enclose error messages verbatim so that users can search for the exact message and find troubleshooting topics. These often contain quotation marks. They are being flagged as “Needs review”. Is there any way that <pre class="pre msgblock"> and <samp class="ph msgph"> can ignore single and double quotation marks?

I think I agree that certain elements should be ignored, if not already, such as <pre … <code … <ruby … <samp … <script … etc.
