Ivy: using local npm package does not compile

Description
I have a local npm package declared like.
"@eiswind/proto-client-api": "../frontendclient/target/generated-sources/openapi/",
This used to work with 8.x but with 9 it gives me a trace like follows:

to reproduce: goto frontendclient/target/generated-sources/openapi (this normally gets generated) npm install npm run build
goto frontend npm install ng test
