Introduce `samples` folder

We should introduce the samples folder that contains various basic examples of Polly usage. For example:

ResilienceStrategy
Telemetry
DependencyInjection
Registry

Each sample will have Program.cs at the root and package reference to respective latest Polly packages.

Then for more advanced scenarios the README.md at the root can reference more examples at: https://github.com/App-vNext/Polly-Samples

@joelhulen, @martincostello Any other ides how we can structure this?

Yeah, it’s not obvious for people to find, apparently. We need to make it more discoverable. I like the idea of doing a basic sample in the repo and pointing to the separate one for people to easily find.

@PeterCsalaHbo, it would be great if you could contribute to https://github.com/App-vNext/Polly-Samples with some of the ones you’ve created. Maybe after we get it up to Polly v8.
