Make the License name in README.rst URL to the License
See original GitHub issueREADME.rst mentions that Astropy is licensed under a 3-clause BSD style license - see the LICENSE.rst file.

could be linked to https://opensource.org/licenses/BSD-3-Clause and LICENSE.rst
could link to https://github.com/astropy/astropy/blob/master/LICENSE.rst
Additionally, we could also link docs/install.rst
in README.rst to https://github.com/astropy/astropy/blob/master/docs/install.rst. It would make it easy to navigate to the required file.
