[Bug] Unable to publish any artifacts - SSL connection could not be established

Describe the bug Every time I attempt to publish an artifact, it fails

To Reproduce Azure Cli Version: azure-cli 2.0.58

Azure-Devops extension version: azure-devops 0.2.0

Steps to reproduce the behavior:

1. login using az login
2. publish using az artifacts universal publish

Expected behavior Package would publish with no error.
