Avoiding players exploiting free islands not working

Describe the bug
Invite cooldown and blocking making island with 0 resets does not work
Steps to reproduce the behavior
- Have 2 players on one island
- One of them beeing kicked or just leaves island
- He makes new one and gets all items
- Resets as many times as he want to
- Joins mate island again
