Describe the bug

Under certain conditions, water can flow out. Anyway a half slab block can always flow water outside the protection range. Doesn’t matter if the slab is on the top layer, or the lower layer. This enables the forming of ores and stone outside the normal islands boundaries. Some islands can always flow water outside even if full block. Toggling the LIQUIDS_FLOWING_OUT flag seems to help in some cases.

Steps to reproduce the behavior

1. Place platform until no further possible
2. Place different kind of blocks
3. Place water
