[Feature]: Reencode recording only when motion is detected

Describe the problem you are having

I’m brand new to Frigate and as I understand the clips function was just merged into the record function. I’m not sure if what I’m trying to achieve was possible under Clips, but it sounds like it.

I have several h.265 cameras, so when using recording now without any reencoding I’m not able to replay these in the browser (not sure why browsers are so slow at implementing support for this, but that’s a completely different problem). What I was hoping for was that the recordings that show up under events, I would some how be able to have them reencoded to h.254 so playback would work.

It would be added as some kind of post processing feature. I have thought about it, but haven’t gotten to building out anything like that yet.
