Ad rewards arriving message is not shown on Linux on VMs

Found while testing https://github.com/brave/brave-browser/issues/11618

This is a regression. Not reproducible in 1.31.46. Reproducible in 1.31.47

Steps to Reproduce

1. Clean profile
2. Run Brave with --vmodule="*/variations/*"=6,"*/bat-native-ledger/*"=6,"*/brave_rewards/*"=6,"*/bat-native-ads/*"=6,"*/bat-native-confirmations/*"=6,"*/brave_ads/*"=9,"*/brave_user_model/*"=6 --brave-ads-staging --brave-ads-debug --rewards=staging=true --variations-server-url=https://no-thanks.invalid
3. Enable Rewards and ads
4. Trigger an ad
5. Redeem the payment tokens
6. Wait till 3rd of the next month
7. Open brave://rewards in a new tab

Actual result:

Ad rewards arriving message is not shown

Got the new build and checked on VM and Physical Machine.

On VM it still fails and logs show proper time:
