Autoplay is not blocked

By default we block autoplay. Autoplay is no longer consistently blocked.
Steps to Reproduce
- Clean profile
- Go to
https://www.reddit.com/r/funny/comments/cnt8no/best_cops_ever/ - Block notifications and accepts cookies
- Scroll down the page
- Reload the page 5 times
Actual result:
The Blocked media indicator in URL bar is shown
The video is played
Expected result:
The Blocked media indicator in URL bar is shown
The video is not played
