cbsnews.com videos not playing - follow up to #3562

Follow up to https://github.com/brave/brave-browser/issues/3562

Important: Very likely this issue is only reproducible in certain regions(Europe - gdpr)

Steps to Reproduce

1. Clean install
2. Open https://www.cbsnews.com/news/bernie-sanders-rally-live-stream-vermont-senator-holds-brooklyn-campaign-event-today-2019-03-02/
3. Play the video

Actual result:

Unable to play the video

Note: disabling Shields fixes the issue

Expected result:

Able to play the video

The issue is not reproducible on Linux as described by @srirambv: https://github.com/brave/brave-browser/issues/3562#issuecomment-470167093

Website problems only:

• Does the issue resolve itself when disabling Brave Shields? yes
• Is the issue reproducible on the latest version of Chrome? no

If I block all cookies, it’ll break this site.

Tested from a UK, US and NZ IP;

UK VPN / UBO=OFF / Sheilds ON (Block Ads, Block 3rd party Cookies, Block All fingerprint)  = Good.

UK VPN / UBO=OFF / Sheilds ON (Block Ads, Block All Cookies, Block All fingerprint) = Bad

Tested in Brave Nightly.
