chrome://rewards not showing on clean launch

Description

Started up brave dev and the first thing I noticed was a banner that said “Brave API keys are missing. Some fuctionalities of Brave will be disabled”

I also noticed that chrome://rewards/ shows a blank white screen.

Steps to Reproduce

1. Download brave dev
2. open it
3. go to chrome://rewards/

• Does the issue resolve itself when disabling Brave Shields?
• Is the issue reproducible on the latest version of Chrome?

Additional Information

I downloaded the dmg from github a few days before the actual release… I’m afraid that I’m stuck on some version that didn’t have the new rewards page maybe? I tried downloading the dmg from https://brave.com/download-dev/ after deleting the version I got from GitHub and the issue still showed up…

@tylerl0706 updated the issue. Looping @kjozwiak as he had similar issue on mac.
