Unable to import saved passwords from Vivaldi

Description

Steps to Reproduce

install latest stable-channel Vivaldi
log in to a few sites, saving passwords for each (I did github.com, gmail.com, facebook.com, and fill.dev``
shut down Vivaldi
install Brave 1.44.34
launch Brave
click on Skip welcome tour
click on Import bookmarks now...
select Vivaldi Person 1
note that the list includes Saved passwords
click Import
click Done
load brave://settings/passwords
look for passwords

Actual result:

No imported passwords

Expected result:

Should import all 4 Vivaldi-saved passwords

Reproduces how often:

100%

Brave version (brave://version info)

Brave	1.44.34 Chromium: 104.0.5112.81 (Official Build) nightly (x86_64)

The above will require 1.43.77 or higher for 1.43.x verification 👍

@spylogsster We may need to add additional UX specific to importing passwords for macOS. cc: @aguscruiz see examples below from Edge.
