Unable to load jim-unstoppable.zil using a local-node IPFS install

(Found while testing https://github.com/brave/brave-browser/issues/24621.)

Steps to Reproduce

1. install 1.45.19
2. launch Brave
3. load jim-unstoppable.zil
4. click on Proceed using Infura server
5. on the interstitial page, click on Use a Brave local IPFS node

Actual result:

Stuck at Looking for peers...

Expected result:

Should resolve and load over ipfs://QmSEj9K6mAj52CFqCzd5Pbt4DgAFocWovwnn2GJpyFjm3p

NOTE: brad.crypto works

UD resolving worked correctly here. Not sure about what’s going on with IPFS stuff. Maybe @spylogsster or @cypt4 have some ideas.
