Unblinded tokens are empty and unable to view ads in Linux mint

Steps to Reproduce

1. Clean profile 1.18.77 or 1.19.69 - staging environment
2. Enable rewards
3. Try to view an Ad
4. Ads are not served to the user

Actual result:

Unblinded tokens are empty and unable to view ads in Linux mint

Expected result:

Ads should be served to the user

In release version 1.18.75 Brave User Model Installer is not up-to-date the same issue is there in 1.18.77 also. But Brave user model Installer is updated correctly in 1.19.69.

Blocked as does not affect my fresh install installation nor @kjozwiak or @LaurenWags installations. @GeetaSarvadnya Please see DM so we can investigate further

Set the locale to India and ran the case again. Ads are not served in 1.19.69 unblinded tokens array is empty although Brave User Model Installer is up-to-date in brave://components. Logs are shared via DM
