Update publisher/creators semi-verified/connected state text: "This Brave Verified Creator has not yet configured their account to receive contributions from Brave Users. Any tips you send will remain in your wallet until they complete this process."

If a user is verified and a creator does not have the same custodian as the user (e.g., user is verified with Uphold, and creator is verified with Gemini), then the following message appears in the tipping UI:
This Brave Verified Creator has not yet configured their account to receive contributions from Brave Users. Any tips you send will remain in your wallet until they complete this process. Learn more.
This message will also appear if the user is verified && the Creator does not have any custodian account attached (no Uphold, no Gemini, etc.).
This will eventually be solved with a cross-custodial tipping solution. But in the meantime, the text should be improved because it misrepresents the situation. The current text makes it sound like something the Creator has failed to do (such that they cannot receive tips from any Brave user), even though there are cases that do not fall on the Creator whatsoever (such as a custodian mismatch between user and creator). Furthermore, an unverified user can tip everybody (verified with any custodian, and semi-verified), but once the user verifies, they cannot tip semi-verified Creators anymore.
(Semi-verified means the domain/channel is verified with a checkmark, but no custodian is attached to the Creators account.)
