Found while testing https://github.com/brave/brave-browser/issues/18787 Users are not paid for viewing a few Promoted content Ads
Steps to Reproduce
- Clean profile 1.33.x, US region, staging environment
- Launch brave and enable rewards
- Open an NTP and click on
Show Brave News
- Scroll down the brave news feed to view
Promoted
content Ad - After viewing the
Promoted
content Ad, open the brave://rewards page - User is not paid for
Promoted
content Ad and there is no ad history listed
Actual result:

Works as intended. Promoted content ads are are served by Brave News server, but in order to be paid, the ads catalog needs to contain the promoted content ads. There is a push to change this behavior and have it work the same as inline ads, that promoted content ads are taken from catalog alone.
Having catalog and feed mismatch is expected, but I will let @iambrianfung confirm.
