Upgrade to storybook 5 and utilize theming

Storybook 5 was just released. I think this is a great opportunity to leverage the improved theming API with Carbon X.
Justification
Given the storybook is the often first encounter folks have with the library and also the official documentation, I think there could be some room for improvement. SB5 also has some improvements for organizing add-ons and documentation.
Desired UX and success metrics
- Upgrade storybook core and add-ons
- Theme storybook to fit with the carbon design system guidelines
- test experimental feature flags
- explore using new
tab
feature for organizing documentation
note: This migration has some breaking changes and previous storybook upgrades haven’t always been seamless. I think it’s worth taking our time to make sure the upgrade doesn’t cause any issues and also taking advantage of the opportunity to improve how we use storybook.
