Disable Datasets tab in the Add datasets modal when the account doesn't have any

Expected result
- Change
Datasets
toYour Datasets
- Disable that tab when the account doesn’t have any datasets
- Add tooltip to indicate why it is disabled
Note: still waiting for final confirmation on the tooltip’s copy but we could start implementing it in the meanwhile.

also, made one slight improvement (see PR discussion) if “Data library” is not enabled it won’t appear either on new map or new layer
this wasn’t consistent before, and it would appear even if it was disabled showing an empty tab
