Creating Filter for the tasks candidates to be tracked

We may want to discard the track of different tasks. Create new Configuration entity to setup the regexp like:

   filterTasks{
        whiteList{
        }
        blackList{
        }
    }

Later, apply the filters in TalaiotTracker
