Next bugfix release

Since we have fixes for #7122 and #7116 on release branch, we should publish a new bugfix release.

As a starting point I just created 2018.08.28-RC, did smoke test and will publish it to the beta channel. From the Google Play reports we should be able to see if #7122 is solved or not.
