Implement Force and Release for the FLI
See original GitHub issueThis was skipped in #1403 because the author did not have access to Questa. This would use the mti_ForceSignal
function for all signal sets because it supports DEPOSIT and FORCE. The mti_ReleaseSignal
function would be used to support release. Interestingly, mti_ForceSignal
also supports DRIVE, so it may be possible in the future to support driving signals rather than using force/release. AFAICT the other interfaces can not support this.
