[question] Testing build tool in cross building context

Hello. I have project with structure like: https://github.com/xandox/conan_tool_cross_build

Package description

There are a library and a tool for code generation with some dependencies. Also test_package for testing

And I have a problem during package creation with cross-building. I assume that during cross-building package must be build twice. First for build profile and second for host profile. But while building for build profiles `conan` do not provide `cmake` configs for dependencies. It could be solved by creating package for build profile in first and then create package for host profile. But it's not looks like a stright way and adds some problems for CI. May be I miss something from documentation? I tried [build-context-activated](https://docs.conan.io/en/latest/reference/conanfile/tools/cmake/cmakedeps.html#build-context-activated) but it's not helped.
