Explain how to become a maintainer
See original GitHub issueWas searching for recipe-maintainers in the docs, but found nothing. This should come up when explaining how to become a recipe maintainer for a feedstock, but it doesn’t seem to. Would be good to spell this out more clearly. Some places to add this

- https://conda-forge.org/docs/maintainer/updating_pkgs.html (add “Becoming a maintainer”)
