I’m a newbie but I did not found the exact combination of ejabberd.yml & conservejs initialization script for enbling OMEMO .

ejabberd is version: 18.12.1-2 arch debian buster

converse.initialize({ bosh_service_url: "https://********/bosh/", // Please use this connection manager only for testing purposes show_controlbox_by_default: true, whitelisted_plugins: [ "converse-chatview", "converse-pubsub", "converse-profile", "converse-omemo" ] });

Sorry for my late answer, the problem disappeared after upgrading ejabberd
