resolve json report
See original GitHub issue#692 brought a json report feature for the fetch
command but it would be great to also get this for the resolve
command.
For context see: https://github.com/bazelbuild/rules_jvm_external/issues/146 and https://github.com/bazelbuild/rules_jvm_external/pull/169
I started looking into it and will spend more time on it, but this is the first time I am looking at any Scala code so I thought it is worth opening a ticket about it see if there would be any issues with that or if it should be fairly straight-forward.
