Issue opening Desktop in Windows

Description

When attempting to open GitHub, it appears to open if you are looking at the task bar. But no window actually opens up. When you continue to click on the GitHub icon it tries to open a window but part of the window is off screen and it only appears for a split second it then disappears. It does this no matter how many times I try to open it. The only way to actually get it to open is to open it up as an administrator. Even then when I try to open up other projects or clone a new repository it opens a new instance of GitHub and that instance is bugged out.

Steps to Reproduce

Step 1 attempt to open GitHub.

  Step 2 after window doesn't open try clicking icon to open window
  Step 3 window wont open

Expected Behavior

GitHub desktop to open and be able to access my repos

Actual Behavior

it bugs out and the window wont open and when it tries to open it opens for a split second on the edge of the monitor before disappearing.

@Spencer42 you can try following these steps to reset GitHub Desktop to see if that gets things working:

Close GitHub Desktop (you may need to use the Task Manger if you are unable to close the application directly)
Remove all of the files in %APPDATA%\GitHub Desktop\
Restart GitHub Desktop
