Steps to reproduce

Create a new console app in VS
Update the content of minimumMSBuildVersion to 9999.3.0;
Reload the project

Expected behavior

There is 1 error in error list window: The current .NET SDK does not support targeting .NET Core 2.1. Either target .NET Core 1.1 or lower, or use a version of the .NET SDK that supports .NET Core 2.1.
