Self-contained dotnet publish causes an unexpected version of coreclr.dll to get published when 2.2.100-preview2 SDK is installed

Expected behavior

The presence of the 2.2.100-preview2 SDK should not impact the version of the CoreCLR that gets published for a self-contained .NET Core 2.1 application.

Actual behavior

When the 2.2.100-preview2 SDK is installed an unexpected version of the .NET Core 2.1 CoreCLR is published when publishing a self-contained .NET Core 2.1 application.

Yes, based on @peterhuene’s analysis, this should be fixed for preview 3

Preview2 is still using the property and the SHA above does correspond to 2.1.2. So I assumed fixed for the next release with https://github.com/dotnet/sdk/pull/2533?
