web projects no longer get double clickable binding redirects from extensions-provided DLLs

This is a regression in VS 15.8 Preview 2.

The root cause is in https://github.com/dotnet/sdk/pull/1725, but VS 15.8 P2 is the first VS release to bundle extensions from a branch with that change.

Repro steps

File -> New ASP.NET Web Application (.NET Framework 4.6.1) -> Web Forms
Add New .NET Standard 2.0 class library to solution
Add reference from web app to class lib
Build

Potential fix

Stop setting the externally resolved bit on extensions-provided assemblies here:

We might only need to remove it from netfx.forceconflicts.dll, which could help lessen the amount of perf we give back, but that needs testing.

Note

This doesn’t impact non-web projects that can use AutoGenerateBindingRedirects because MSBuild will turn on FindDependenciesOfExternallyResolvedReferences in that case:
