workload restore crashes with solution folders

Describe the bug

When running dotnet workload restore on a solution file that contains solution folders, the tool crashes expecting the folders to be projects.

To Reproduce

dotnet new sln -n Foo
dotnet new classlib -n Lib1 -o Lib1
dotnet new classlib -n Lib2 -o Lib2
dotnet sln Foo.sln add --solution-folder Libs Lib1
dotnet sln Foo.sln add --solution-folder Libs Lib2
dotnet workload restore

It would have to go through QB mode but I’m supportive given workloads is new and this is pretty straight-forward. Can you prepare a 6.0.4xx PR with the change, fill in the QB template, and mark it servicing-consider. You can see the template by looking at issues labeled servicing-approved.
