Describe the bug

Changing short cuts for che-theia is not persisted for other workspaces or the same workspace after restarts.

Che version

latest

Steps to reproduce

In che.openshift.io

open the Java stack
in Theia menu > File > Settings > Open Keyboard Shortcuts > change the Format Document short cut to ctrlcmd+alt+f
open a Java file, unformat the content and try the short cut:
it works … code is formatted
restart the workspace or open new one
open a Java file, unformat the content and try the short cut:
it doesn’t format my code 😦

moving to p1 as it is a very annoying issue (having to reset shortcuts 10times a day)

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.

Mark the issue as fresh with /remove-lifecycle stale in a new comment.

If this issue is safe to close now please do so.

Moderators: Add lifecycle/frozen label to avoid stale mode.
