manage plugins through the embark console

Outline

The goal of this task is to support a new embark console command so that typing plugin install pluginName into the embark console will automatically install a plugin.

Acceptance Criteria

The console command plugin install pluginName should be the equivalent to 1. npm install --save pluginName 2. adding the plugin to embark.json (see documentation)
