Allow severity levels for rules
See original GitHub issueI am trying to make a rule a warning, but not sure how. I tried these:
'no-action': 1,
'no-action': 'warn'

branch about severity levels, so this might become a feature quite soon 😃(Shouldn’t have closed from #1117, will be closed by #1160)
