Prepare for Hacktoberfest

Recommendations for creating a good Hacktoberfest issue in your project:
● Apply the "Hacktoberfest" label to issues in your GitHub project that are ready for new contributors to work on.
● Add a CONTRIBUTING.md file with contribution guidelines to your repo.
● Choose issues that have a well-defined scope and are self-contained.
● Adopt a code of conduct to foster a greater sense of inclusion and community.
- We should complete #311
- Make sure all the issues within our tracker have enough scope to them for new contributors to be able to pick them up and run with them.
- We should also get our coverage to 100% and then merge #380.
- Hacktoberfest labels for issues that we believe can be taken up
- Create new issues that we need to complete that aren’t in our tracker yet
- Write one (or more!) blog post(s) on DEV using the
#hacktoberfest
