Text Editor does not work within Web View of rebrand-ui

Description of the issue

The problem is that the portal does not display correctly. Possible problem with CSS.

I tested it with several users and in several browsers, also with different versions of v13 new-ui.

This issue is not just limited to the “Issue” DocType - it is a general issue with field-type “Text Editor” within Web-View. @federicocalvo you maybe can update the title therefore to sth. more general such as “Text Editor does not work within Web View of rebrand-ui”? 😃

I think better solution is to include quill.snow.css in build config (for website.scss) which is already included in desk pages from what I can tell.
