Add isNewDataVisCert property

On the user object, we will need both a isDataVisCert and an isNewDataVisCert property.
isDataVisCert should refer to what we will call the “Legacy Data Visualization Certificate” and is isNewDataVisCert should refer to the “Data Visualization Certificate”.
