Support RAR compression

Overview

We’d like to extend support of compression algorithms adding rar. Compression support implemented in the loader.Loader class.

Is that something that you’d be willing to have in tabulator? Our treasury has been publishing some files we’d like to use in fiscal data packages in rar archives.

To be honest I don’t recall why I made this request any more. I suspect it was due to this tool https://github.com/vulekamali/data-checks which uses goodtables to try and check tabular data against a schema and some custom python checks more strict than the goodtables site (and also check the entire file, not just a number of rows)

It’s intended for treasury officials to be able to upload a file, get a public URL, make datapackage file referring to the data file using a pull request, and see if the pull request passes CI. And every behaviour change is a battle that’s sometimes easier to solve with code.

The request might make sense if a CSV in a zip is already supported by goodtables (no idea if it is?)

But to be honest, I’m grabbing at straws and I don’t currently see a need for this.
