Should names be lower-cased?

E.g. Table Schema spec doesn’t have comments about name
restrictions - http://specs.frictionlessdata.io/table-schema/#name
And example of data package which is invalid if we require lower-cased names - https://github.com/datasets/language-codes/blob/master/datapackage.json

@pwalsh really good points. Issue is that current implementations all tend to break on this IME (i.e. if name in field does not match column name in CSV (including case) we get breakage - may be remembering wrong but believe this is so).
Be good to get quick feedback here from implementors including e.g. @akariv @roll and @OriHoch and @danielfireman
