Minimum duration for event resizing

If this setting is specified, when the user attempts to resize an event, the event duration
will be limited to a certain value. Possibly also affect how freshly fetched events
will render if they happen to be over this limit.
@Solgema has made an implementation of this, though rather old and based off an old
version:
