Never 'appears' to finish upgrading a component.

Describe the issue
After upgrading a component the pop-up showing it is upgrading never goes away. The upgrade itself seems successful. closing the popup manually appears to do no harm.
Steps to reproduce
This happens for me ever time I do an upgrade. I think the last ones I upgraded were HACS itself, then card-tools but it definitely happened this morning again after upgrading custom-header to 1.6.9
As an aside this was immediately after a restart

After not seeing this for a while, this just happened again updating the OZW network visualization card. Logs say this:
So, it appears that it finished successfully.
Console logs don’t look interesting:
Same issue her, for about a week, at least. If I’m not mistaken this happens for all module updates that do not require a restart. For those who do require a restart I think update process ends fine, with the card in “requires restart” state.
