`data-turbo-permanent` turns into `<meta name="turbo-permanent-placeholder" ...>`

I am using turbo v7.2.0-rc.1. When I click on an element with data-turbo-permanent, it becomes <meta name="turbo-permanent-placeholder" ...> and its content is gone.

with v7.2.0-rc.2, it came back as before.
