refactor(keychain): deprecate rotateEncryptionKeys method

Introducing the rotateEncryptionKeys()
method to the keychain API was a mistake (congrats Peter).
Let’s purge it from the codebase entirely.
Acceptance Criteria
- Method is removed.
- Test are still passing.
- Container images are still building.
