I think having the BSD license as LICENSE
file would probably be the best canonical way, but I wonder what this template file was used for? Netbeans?

Fixed via https://github.com/jMonkeyEngine/jmonkeyengine/pull/1371 already.
Just a note that the old Netbeans template could have co-existed too. It can be automatically loaded by Netbeans (at least), it can be referenced in gradle.build like so:
license = file(“$rootDir/license.txt”)
Then it’ll appear to any new code files created in supported IDEs.
Fixed in #1371 and #1416 I’d say.
