New HTML reports are missing data

New --html report option generates HTML report with data missing. The CSV output contains many datapoints not shown in the HTML
Expected behavior
All data is is shown in the HTML and matches the CSV
Actual behavior
Much of the data missing

This is a 3 minute load test of 500 users ramping up 8 per second
Locust report, the whole of the ramp up section of data is missing
This graph is from Excel generated from the CSVs
Steps to reproduce
- Run locust with
--htmland--csv--csv-full-historyoptions - Look at generated HTML
- Look at CSV
Environment
- OS: Linux Ubuntu 20.04
- Python version: 3.8.5
- Locust version: 1.4.2
- Locust command line that you ran:
