It might be helpful to look at what HTML.com is doing because their tags seem to render correctly.
Their title is written
<title><title> HTML Tag »</title>The chevron appears to render in Google though.
FWIW DuckDuckGo is showing our title properly:
So does Bing:
However, Google still omits it (unless the colon is preceded by a whitespace, like in the French locale):
