Post-process all content external links to set the right attributes

Today, the only thing that happens with external links is that they get the class="external" automatically set on them at build-time. We should extend that to be target="_blank" and rel="noopener noreferrer" as well.

On MDN Web Docs I reckon we hardly ever see browsers older than those.

I cannot tell. What does your analytics say?

That is what our analytics tell us. We have very, very few people using the site with older browsers. It does happen, but rarely.

I disagree to open in a new window (pretty at all). Besides, the story is lost which is something I find inconvenient.
